Creating the Climate for Change Implementing Successful Leadership Strategies within the Fire and Rescue Service

Conference Aims and Objectives
In order to mark its 100th anniversary, FIRE has decided to hold this special Centennial Conference.  Ever since the publication of the Bain Report in December 2002 and the subsequent Fire and Rescue Services Act 2004, the UK Fire and Rescue Service has been subject to a period of prolonged and intense change. These reforms have affected every level of the Service from top to bottom and every aspect of the work it does. In particular the Service has been required to change its primary focus from dealing with fire incidence to a much greater emphasis on fire prevention combined with a modern, flexible, risk- based approach to allocating scarce resources. Cognisant of this fact and the terrific upheaval this change has caused brigades, our conference is aptly entitled Creating the Climate for Change.
The FIRE Centennial Conference aims to provide practical guidance to principal fire officers, training managers and HR practitioners from the UK Fire and Rescue Service in regard to the successful implementation of a range of complementary leadership strategies within their respective brigades. Through a combination of strategically led plenary sessions and interactive practical workshops, we aim to give our delegates the opportunity to find out more and share valuable experiences about:

• Managed Learning Services Project Our speaker panel includes some of the most distinguished figures in the field of Leadership, combining those from an academic background with those of a more practical leaning. The conference programme itself draws on a range of experiences from both within and outside the Fire and Rescue Service and comprises a number of best practice case histories. About the speakers
Simon Weston OBE – Falklands Veteran, Broadcaster and Founder of Weston Spirit – Youth Charity
Joining the Welsh Guards in 1978, Simon saw active service in Berlin, Northern Ireland and Kenya before becoming part of the Falklands Task Force following the Argentine invasion. He was aboard the Sir Galahad when it was hit by an Argentine missile, he escaped alive but with 49 per cent burns. Simon’s story has become one of courage over adversity as his determination to recover from his horrific injuries has inspired others. Following his return from the Falklands, he has been involved in a number of ventures, the most famous of which is The Weston Spirit, set up after his move to Liverpool. Simon also works for many other charities and causes, his efforts recognised in 1992 with an OBE.

Beverly Alimo-Metcalfe – Emeritus Professor of Leadership Studies, Leeds University
A Fellow of the British Psychological Society with an international reputation in the field of leadership studies, Beverly has a passionate interest in the ethical application of leadership at all levels in organisations, and of supporting individuals and organisations in becoming more engaging, innovative, collaborative and effective. Beverly undertook ground-breaking research into leadership which involved the largest investigation yet of the nature of day-to-day leadership. The model to emerge from this research has had significant influence on the international debate on the nature of leadership and has been incorporated into instruments and consultancy used in the FRS. Beverly is a member of the FRS Leadership Stakeholder Panel Steering Group.

Charlie Hendry – Chief Fire Officer, Kent Fire and Rescue, Vice President, Chief Fire Officers’ Association
Charlie is currently Chief Fire Officer for Kent, having been promoted from DCFO after six years in post. He began his career as a firefighter in 1983 with London Fire Brigade. He has attended a number of high profile incidents including the fatal train crash at Wembley in 1984 and terrorist incident at Brent Cross Shopping Centre. In 1999 he led FRS operations at the Paddington rail disaster. He was awarded the QFSM in 2004 and is due to become CFOA President in June 2008.

John Fay – Chief Executive, SFL
John began his career in sales with JBA, a global partner of IBM, developing new UK accounts. After various international assignments, John became General Manager with a position on the European operating board. During his time in the IBM marketplace John became increasingly aware of the crucial importance of inspirational leadership in the business change process and in 2003 he decided to form his own company, SFL to help companies build genuine leadership capability to deliver successful change.

Paul Fuller – Chief Fire Officer, Bedfordshire Fire and Rescue Service
Paul joined Bedfordshire FRS as Chief Fire Officer in 2002, having started in the Service in 1978. His career path has taken him to Wiltshire, West Midlands, Staffordshire, and West Sussex. Paul is a Member of the Institution of Fire Engineers with a BSc in Fire Safety Technology and Management and an MSc in Human Resources Management. Paul is Chair of the National Procurement Board and a member of the British Standards Institute’s Committees for Firefighters’ Helmets and Ladders.

Darran Gunter – Chief Fire Officer, Dorset Fire and Rescue Service
Darran Gunter is currently Chief Fire Officer of Dorset FRS and is joint CFOA lead for Learning and Development. Darran has been involved with national developments in learning and development for over ten years, the last two years as the CFOA representative for the Centre for Leadership Project Board. This Board has recently confirmed the procurement of a number of learning and development products that contribute to the national leadership programme. The flagship product is the Executive Leadership Programme that will commence in Spring 2008.

Andy Trowsdale – Assistant Chief Fire Officer, North Yorkshire Fire and Rescue Service
Director of Human Resources and Assistant Chief Fire Officer for North Yorkshire, Andy is MSc qualified and a Chartered Fellow of the CIPD. He is passionate about the Fire Service’s place in society and how leadership plays a vital role in enabling the Service to fulfil its ambitions in improving quality of life for our communities. Andy has been active in undertaking valuable research into leadership within the Fire Service and has led a regional initiative to apply leadership diagnostics across several FRAs.
